Finally, Vapor might be the most powerful, as she can create any form of toxins from her body. X-Ray is like Johnny Storm, but he turns into an energy field of radiation instead of fire and can't turn it off. Ironclad is similar to Thing, a giant indestructible monster. Much like The Fantastic Four, they were closely related, with Vector as the brilliant leader who gained control over matter and energy as an offensive and defensive weapon. These villains include Vector, Ironclad, Vapor and X-Ray. To pull this into the MCU, The Leader could easily give the four villains their powers, and the movie could ignore the inability to control their abilities. Many characters in the Marvel Universe have worked with The Leader, but this could be a good chance to introduce characters new to the MCU, ones that could foreshadow The Fantastic Four's arrival. However, he knows he will face someone who wants to stop him, which is where his allies could fit in. With a title like Captain America: New World Order, it appears that The Leader might operate behind the scenes as he attempts to create a world that better suits himself. And when looking at the comics, there are plenty of places where The Leader found allies to keep Hulk busy while he orchestrated his plan behind the scenes.
